Consent to Operate (CTO) is a statutory approval required before starting operations of any industrial, commercial, or infrastructure unit that has an environmental impact.
It is issued by the respective State Pollution Control Board (SPCB) based on compliance with conditions defined under the Central Pollution Control Board guidelines.
CTO confirms that the unit has installed required pollution control systems, complied with conditions of Consent to Establish (CTE), and meets emission and discharge standards.
